Graffin was known to the current generation of boat racers as one of the busiest referees on the APBA roster.
In that capacity he handled Orange Bowl regattas and national championships for Inboards, Outboards and Outboard Pleasure Craft.
Only veterans of the sport remember Charlie as the riding mechanic and engineering genius of some of the top racing boats of the 1930s.
