Starting as a race driver in California in 1929, he drove alky and Stock Outboards, Outboard Pleasure Craft and Inboards throughout the U.S., Canada and Mexico.
In 1946 and 1947 he won the Inboard 135 ci hydro National Championship as well as High Points. Member of the Gulf Marine Hall of Fame and Gulf 100 MPH Club, Culver was an active referee; served on the Inboard and Stock Outboard Racing commissions and on the APBA Council.
He was also Secretary, Senior Vice President and President of APBA, and Honorary Vice President and Honorary Life Member.
