Hart started racing Inboards in 1919, and switched to Outboards in 1929. Hart became well-known on the West Coast as a marine and aircraft engine specialist. For over 44 years he served as APBA inspector, scorer, referee, race chairman, racing commissioner, chief measurer, Region 11 Chairman and committee member.
