Chap Hanley's association with power boat racing dates back to the organization of the Mississippi Valley Power Boat Association, which formulated many of the rules currently used by APBA. As an outstanding driver of many of the country's fastest hydroplanes and as an active official, his knowledge of the sport was invaluable to APBA.
